The main categories of citizens entitled to citizenship in the Russian Federation:
- Having a residence permit of at least 5 years and leaving the country for more than 3 months within 1 year

- Citizens of the LPR, DPR
- Citizens of Ukraine who permanently resided in Crimea, until March 16, 2014 and left the territory of Crimea

An application for a residence permit is submitted no later than six months before the expiration
validity period of RVP and not earlier than six months from the date of issuance of RVP
